When using Pricing templates to build quotations, you only need to update the Option, Unit cost, and Unit sale columns.

To utilize a Pricing template, simply select it and drag & drop it into the Buying rates grid.

In the case of internal charges, ensure that the unit cost is zero. This will indicate that the charge is for internal purposes only, and it will be included in the quotation but not passed on as a cost to the customer during the booking process.
